      <description><![CDATA[<p><b> British Columbians have an important decision to make on June 24, 2011.</b></p>
<p><b></b></p>
<p>That&rsquo;s when we&rsquo;ll vote in a referendum about whether the BC government keeps or gets rid of the Harmonized Sales Tax (HST).</p>
<p>Until
 July 1 last year, the 5% Goods and Services Tax (GST)  and the 7% 
Provincial Sales Tax (PST) were administered as two separate  sales 
taxes. But after July 1, both the PST and GST were blended into  one 12%
 HST.</p>
<p>To make sure we&rsquo;re as informed as possible, the 
government  commissioned a report from an independent panel which was 
created in  January 2011 to gather information about the effects of the 
HST on  families and on business. Since January, the panel has:</p>
<ul>
<li>
<p>reviewed and analyzed the positives and negatives of the new HST system compared to the previous PST/GST system;</p>
</li>
<li>
<p>commissioned an independent economic study; and</p>
</li>
<li>
<p>reviewed and considered data from 90 submissions.</p>
</li>
</ul>
<p>The
 panel&rsquo;s just-released report, HST or PST/GST? It&rsquo;s Your  Decision, 
compares and summarizes the costs and benefits of the HST and  the 
PST/GST.</p>
<p><b>Report findings</b></p>
<p><b></b></p>
<p>The
 panel makes clear that sales taxes are  essential to the BC 
government&rsquo;s tax base. Whether British Columbians  vote to keep the HST 
or to return to the PST/GST tax system, there will  still be a sales tax
 in BC after the referendum. Here is a summary of  findings from the 
report:</p>
<p><b>HST benefits for families</b></p>
<ul>
<li>
<p>In
 BC, 15% of families have an annual  income of less than $10,000 and 
will receive HST rebate cheques in the  mail. The $216 in sales tax 
these families paid under the PST/GST system  has decreased by $73 a 
year to $143.</p>
</li>
<li>
<p>If British Columbians stay with the HST  
until 2020, 24,400 new jobs would potentially be created because of  
cost-savings to corporations which will have more money to make  
investments.</p>
</li>
</ul>
<p><b>HST costs for families</b></p>
<ul>
<li>
<p>The
 average family in BC will pay about  $350 more annually. Families with 
incomes of $100,000+ will pay about  $1,029 more annually.</p>
</li>
<li>
<p>At the cash register close to one in five items (17%) will cost 7% more because of the HST.</p>
</li>
<li>
<p>Families
 buying a new home priced at  $525,000+ pay the 12% HST (with a $26,500 
rebate), compared to the 5%  GST (the rebate depends on the home price),
 under the previous system.</p>
</li>
<li>
<p>A family buying a newly built home worth $685,000 will pay $8,000 more sales tax than under the PST/GST.</p>
</li>
<li>
<p>HST
 is now charged on structural home  renovations and repairs, and on fees
 for services including those of  appraisers, home inspectors, REALTORS&reg;
 and surveyors.</p>
</li>
<li>
<p>The report estimates that families will pay $1.33 billion more annually in sales tax after HST rebates.</p>
</li>
<li>
<p>Even
 with tax breaks and rebates, the  report admits that the HST is not 
revenue neutral as previously promised  by the government.</p>
</li>
</ul>
<p><b>HST benefits for business</b></p>
<ul>
<li>
<p>Under
 the PST/GST system businesses paid  the 7% PST for power, heat, rent, 
computers and other purchases  necessary to run the business. While it 
wasn&rsquo;t on the bill, it was added  onto the final price paid at the cash 
register. Under the HST most  businesses receive a full rebate on sales 
tax and no longer add the  invisible PST to the final cashier price. 
Businesses can choose to pass  on their HST rebates in the form of lower
 prices or use their savings to  invest in their business, generating 
economic growth.</p>
</li>
<li>
<p>Businesses pay $730 million less in taxes per year.</p>
</li>
<li>
<p>Small
 and large businesses save at least $150 million  in administrative 
costs per year because they comply with one tax not  two.</p>
</li>
<li>
<p>Economic analysis finds the HST increases economic growth, productivity, wages and the quality of jobs.</p>

<p><b>HST costs for business</b></p>
<ul>
<li>
<p>Rental
 apartment owners, doctors,  financial institutions and insurers are 
hurt by the HST because they  have to pay it on items they buy to 
provide services, but they don&rsquo;t  qualify for HST rebates.</p>
</li>
<li>
<p>Builders of new homes have seen a negative impact on sales under the HST.</p>
</li>
</ul>
<p><b>HST benefits for the economy</b></p>
<p>The
 economy is expected to get a bigger boost  under the HST than it would 
under the PST/GST. Under the HST, by 2020,  estimates indicate the size 
of the economy will grow by:</p>
<ul>

<p>1.1 per cent;</p>
</li>
<li>
<p>$2.5 billion; and</p>
</li>
<li>
<p>24,400 more jobs.</p>
</li>
</ul>
<p><b>Returning to the old PST/GST system </b></p>
<p>The
 immediate benefit would be, on average,  another $350 in families&rsquo; 
pockets each year. But, BC would have to pay  back the federal 
government&rsquo;s $1.6 billion in transition funding.</p>
